The City of Flagstaff is committed to nondiscrimination and fair treatment of its residents, visitors and employees.

NOTICE
It is the policy of the City of Flagstaff to eliminate prejudice and discrimination due to race, color, religion, sex, age, disability, veteran’s status, national origin, sexual orientation, and gender identity or expression, in places of public accommodation and in employment.

* All complaints related to Race, Color, Religion, Sex, Age, Disability and National Origin should be filed in accordance with State and Federal requirements.

The City will receive complaints of discrimination within the city limits of Flagstaff in:

  • Employment
  • Public accommodation

 

Based upon veteran’s status, sexual orientation, and gender identity or expression.

           

Title 14 - Civil Rights Complaint

In order for the City of Flagstaff to have the legal jurisdiction to mediate and/or investigate a complaint filed under Title 14 of the Flagstaff City Code, the following guidelines must be met:

  • The issue must be one of discrimination that is covered under Title 14 of the Flagstaff City Code.
  • The business against whom the complaint is filed must be located within Flagstaff city limits, must employ fifteen (15) or more employees in the City of Flagstaff for each working day in each of twenty (20) or more calendar weeks in the current or preceding calendar year, and includes any agent of such person, and must not fall under any of the exclusions set forth in Section 14-02-001-0004 of the Flagstaff City Code.
  • Any person claiming to be aggrieved by an alleged violation of this Code may file with the City Manager's Office a verified charge, in writing, within ninety (90) calendar days after the alleged violation occurred.
  • Complaints must be received in writing and signed using the following form. All complaints received by the City of Flagstaff will be subject to Arizona public records laws.                      

NOTICE TO EMPLOYERS
Every employer, employment agency, and labor organization subject to this article, shall post in conspicuous places, available to employees and applicants for employment, notices setting forth the provisions of Section 14-02-001-0003, Prohibited Acts.

Based on the above requirement, a business owner or employer subject to the ordinance must post the following notice in a conspicuous place.

Employer Notice
Flagstaff employers are responsible to review the Civil Rights Ordinance to determine whether they are subject to the ordinance and posting requirements.
