CDBG and ARPA Local Recovery Funds Notice of Funding Availability
Notice of Funding Availability for Community Development Block Grants and American Rescue Plan Act (ARPA) Local Recovery Funds
The City of Flagstaff is soliciting proposals for the July 1, 2022 – June 30, 2023 CDBG Program Year funding cycle. The 2022-2023 CDBG allocation has not yet been released by HUD. The CDBG Application for 2022 will also include a solicitation of proposals for congregate care services (such as group living facilities, homeless shelters, incarceration settings, etc.,).
Proposals will be evaluated based on CDBG and/or ARPA Local Recovery Funds eligibility and other criteria discussed in this document. Agencies awarded funding by the City of Flagstaff will enter into an agreement with the City of Flagstaff to implement programs in accordance with Federal, State, and local laws. The City of Flagstaff is responsible to HUD and the U.S. Department of the Treasury for the compliant use of CDBG and ARPA funds, both for itself and for its sub-recipients. The City of Flagstaff reserves the right to partner with external agencies, or to directly provide services to address unmet and/or immediate needs.

Agencies requesting CDBG/ARPA Local Recovery Funds must submit a completed application both online and in-person, no later than 5:00PM February 22nd, 2022. The online application will be available beginning at 8:00AM Friday, January 15th, 2022.
Proposals must be completed and submitted, both online and to the following address, prior to 5:00PM February 22nd, 2022.

City Staff Assistance with Proposal Submission and Special Accommodations
CDBG and ARPA Local Recovery Funds requirements and eligibility criteria are complex. Technical assistance meetings are required for agencies/organizations interested in submitting a proposal.
