Fort Tuthill Utility Improvement Project

Project Overview

This is part of a collaborative project with the Coconino County Parks and Recreation Department.Between July and October 2020, approximately 1.5 miles of sewer and 2,000 linear feet of water infrastructure will be built underneath a stretch of FUTS Trail on the Sinclair Wash Segment (west end) of Fort Tuthill County Park. Most of the new infrastructure will be built underneath the FUTS Trail that leads to the park. - Overview provided by Coconino County Parks and Recreation Department.

Fort Tuthill Waterline Extension

Cost: $2,000,000

Location: Fort Tuthill to University Heights

Project Manager: Jeff Stein, Coconino County

Project Description: Extension of a 16" transmission main from University Heights to Fort Tuthill. This 2,250' line will support intergovernmental agreements made by the City with Fort Tuthill and Luke Air Force Base to provide additional water infrastructure for this area. Benefits the community by allowing for infill development, and improves water quality and resiliency of water distribution system.

Fort Tuthill Sewer Oversizing

Cost: $ 760,000

Location: Fort Tuthill

Project Manager: Jeff Stein, Coconino County

Project Description: Water services to provide financial reimbursements to Coconino County or Developer for the oversizing of 4,630 feet of 18-inch diameter sewer line and the upsizing to 12-inch diameter of additional sewer line along Sinclair Wash in southwest Flagstaff along FUTS trail alignment. New sewer interceptor sized for future growth, infill and development.

June 30, 2021

  • Staff completed a preliminary punch list last week and a final walk through with the City of Flagstaff Water Services this week. There are a few minor issues outstanding including removal of a single downed tree, placement of 6 carsonite markers at water valves, and some miscellaneous cleanup, but otherwise, staff anticipates closing out by the 30th. 
  • One item that will need to be completed outside of the contract in FY22 is the welding of some sections of FUTS fence. Due to fire restrictions, the contractor was not able to complete this. For the short term, angle brackets and machine screws were used to install a couple sections of rail so that they are in place. Final welding will happen as conditions allow sometime later this summer.
  • SWI is completing as-builts and the City of Flagstaff is going through their final review prior to submitting to ADEQ, which should happen in the next two weeks. Once ADEQ receives the final plans, it will be about 4 weeks and then they should issue the approval to discharge.

May 7, 2021

  • Trail for the reconstruction of the finish grade for the ~1 mile of trail between Mt. Dell and Fort Tuthill County Park is underway and is scheduled for completion the week of 5/17.
  • The contractor is completing epoxy coating and grouting of sewer manholes. Manhole work is proposed to be completed the week of 5/17.
  • Site operations are scheduled to conclude the week of 5/24. Once complete, as-built plans will be submitted to ADEQ for acceptance of work and approval to discharge and bring the utilities on-line for service.
  • The maintenance of Mt. Dell Rd./Palmer Avenue has been turned over to County Road Maintenance Division.

April 30, 2021

  • Reconstruction of the trail subgrade for the ~1 mile of trail between Mt. Dell and Fort Tuthill County Park is complete. 
  • The schedule for the reconstruction of the finish grade for the ~1 mile of trail between Mt. Dell and Fort Tuthill County Park is proposed to begin May 11.
  • The contractor is completing epoxy coating and grouting of sewer manholes. Once complete, the City of Flagstaff will perform testing, scheduled for week of May 4.
  • Reconstruction of Getaway Trail Road turnout is complete.
  • The maintenance of Mt. Dell Rd./Palmer Avenue has been turned over to County Road Maintenance Division.

February 25, 2021 

  • February 25, 2021 - The project is on hold due to weather. Temporary pavement is scheduled for placement next week, the week of March 1. 
  • Restoration work on the trail and landscape will be scheduled as weather allows. Work proposed to be completed in the spring includes: installation of 4” private sewer service connections; epoxy coating of manholes; and manhole adjustments to finish grade and installation of concrete collars. 
  • Repaving of Mt. Dell Road will be completed by Public Works Engineering as a separate project.

January 28, 2021

  • The Contractor only worked Monday this week due to the snow.
  • The underground portions of the sewer line are 100% complete. All manholes need to get epoxy coated. This work is temperature dependent and it is anticipated this work will happen in spring 2021.
  • The (18) private sewer service connections will be completed in spring of 2021 concurrent with final road paving.
  • Temporary paving (cold patch asphalt) and unpaved street cleanup on Palmer Avenue is now on hold due to weather. Final paving of road will be in spring of 2021.
  • Restoration work in on hold due to weather.
  • Inspections are on hold due to weather.
  • FUTS trail detours remain in place at the south end of the project area between Purple Sage Rd. and Fort Tuthill County Park. FUTS trail re-routes remain in place between Purple Sage Rd. and Mt. Dell, utilizing a temporary trail constructed by Parks and Recreation Staff.

January 22, 2021

  • The Contractor worked Monday, Jan. 18, this week due to the snow.
  • The underground portions of the sewer line are 100% complete. All manholes need to get epoxy coated; this work is temperature dependent and it is anticipated this work will happen in spring 2021.
  • The (18) private sewer service connections will be completed in spring of 2021 concurrent with final road paving.
  • Temporary paving (cold patch asphalt) and unpaved street cleanup on Palmer Avenue is now scheduled for the week of Jan. 25, and aggregate base (AB) is in place until then. Final paving of road will be in spring of 2021.
  • The Contractor will be preparing FUTS trail subgrade. The scheduling of Morning Dew Landscaping to begin final restoration work is pending completion of the FUTS trail subgrade.
  • Utility work inspection and stormwater inspection by the City of Flagstaff is on-going.  City of Flagstaff Stormwater will inspect all seeding and landscape restoration. Trails to be inspected by City of Flagstaff and Coconino County staff.
  • FUTS trail detours remain in place at the south end of the project area between Purple Sage Rd. and Fort Tuthill County Park. FUTS trail re-routes remain in place between Purple Sage Rd. and Mt. Dell, utilizing a temporary trail constructed by Parks and Recreation Staff.

January 15, 2021

  • As of this week, the Contractor has completed installation of 100% of the sewer main. All manholes are to be constructed by the end of this week, and manholes still need to be coated and sealed pending higher temperatures.
  • Temporary paving (cold patch asphalt) and unpaved street cleanup on Palmer Avenue is now scheduled for January 21-27, and aggregate base (AB) is in place until then. Final paving of the road will be in the spring of 2021. 
  • The Contractor will be preparing the FUTS trail subgrade the week of January 18, and the scheduling of Morning Dew Landscaping to begin final restoration work is pending completion of the FUTS trail subgrade. 
  • FUTS trail detours remain in place at the south end of the project area between Purple Sage Rd. and Fort Tuthill County Park. Temporary FUTS trail re-routes remain in place between Purple Sage Rd. and Mt. Dell, utilizing a temporary trail constructed by Parks and Recreation Staff.
