What is happening with the Materials Recovery Facility (MRF)?

The City of Flagstaff was made aware on Wednesday, April 26th that the Materials Recovery Facility (MRF), located at 1800 E Butler Ave, had closed. The MRF is operated by Norton Environmental, Inc. under a contract with the City to process the City’s recyclables. 

In addition to the closure, a fire was reported at the MRF on the morning of Tuesday, April 25. No injuries were reported. It is also unknown if the fire and the closure of the MRF are related.

On Wednesday, May 3, the Flagstaff City Council approved the termination of a lease and service agreement with Norton Environmental, allowing the City to assume the MRF site at 1800 E Butler Ave and take over operations at the facility. Obtaining control of the facility is a critical step in restoring recycling services as the Butler location provides a needed location and operations support for collected materials to be tipped and loaded onto transport trucks. The City is currently in the process of cleaning and evaluating the condition of the property. 

What does this mean for residential recycling?

The collection of residential recycling carts resumed on Monday, May 8. Residents who normally receive recycling services on Monday should place their carts at the curb by 6 a.m. The City has secured a hauling service to transport the City’s recyclables to a Materials Recovery Facility in the Phoenix area so that collected materials can be properly recycled. This arrangement will be utilized by the City in the short term (several weeks) to allow recycling services to resume on May 8. Future updates will be provided as they become available on a long-term plan for recycling services. 

Residential glass collections have resumed and are running on a normal schedule. All stockpiled glass and glass collected in the future will continue to be transported to a glass recycling plant in the Phoenix area for processing and reclamation.


Residents are asked to continue separating glass and not placing glass into their regular recycling carts.

Commercial recycling services resumed on Monday, May 8th. 

Can I take my recyclables to the City of Flagstaff Recycling Transfer Facility?

The public recycling drop-off at the CoF Recycling Transfer Facility (1800 E. Butler Ave.) opened on May 18th. Business hours are Monday - Friday, from 9:00 am - 3:00 pm, CLOSED on Saturdays and Sundays. The drop-off will also be closed on Monday, May 29th in observance of Memorial Day.

Please note that the drop-off is located in the parking lot in front of the building. The building is still closed to the public at this time.
