Responsibilities

The Purchasing Division is responsible for reviewing any proposed purchase of goods, services, lease, lease/purchase, maintenance or repairs of tangible property, construction, and the sale of surplus property to ensure that the transaction(s) comply with the City Charter, as well as all applicable federal and state statutes.

The Purchasing Division is also responsible for document processing of all public works construction and maintenance projects, including the design, construction, remodeling, maintenance, and repair of City buildings, in conjunction with the City's Capital Improvements Division.

Procurement Policy

Due to the substantial amount of money involved, purchasing for the City of Flagstaff is guided by several established policies based on the following:

  • To conduct all procurement in accordance with applicable federal, state, and local laws; City Charter, and purchasing regulations.
  • To obtain goods and services at the lowest overall cost consistent with the quality required to meet the needs of the City.
  • To maximize competition and provide all interested and qualified vendors with the opportunity to offer their products or services to the City of Flagstaff.
  • To treat all vendors fairly throughout the entire purchasing process, from the solicitation phase to contract award, contract administration, and contract management.

Who Purchases

The City of Flagstaff has a centralized purchasing division. The Purchasing Division is the authority for all purchases. Vendors shall not make sales to City employees without a purchase order approved by the Purchasing Division.

Employees outside of purchasing do not have the authority to commit City of Flagstaff funds.
