Zoning Ordinance

The Land Development Code (Repealed - December 5, 2011) is the zoning ordinance for the City of Flagstaff, and is adopted as Title 10 of the City Code. It is essentially a “cookbook” of rules and regulations to guide all development within the City, as well as the day-to-day decisions made by City staff. The Land Development Code is a comprehensive document that includes a total of 16 major chapters.

These chapters establish:

  • The allowed use of property within the City
  • Standards for development, i.e., parking, landscaping, signs, outdoor lighting and natural resource protection (trees, steep slopes and flood plains), as well as design guidelines
  • Detailed procedures for review and administration, including procedures and review processes for zone changes, variances, amendments to the general plan, or the subdivision of land
